Bit of a toss up really.
I'm only prepared to consider films that have pretentions of gravitas, although I am sure there are some really dreadful exploitation films out there.
The Blair Witch Project is right up there with the worst of them - the most frightening thing about this film was that people actually paid money to see it - me included DOH.
But the winner is:
Schindler's List
What a pile of dogs' business. This was the film where Spielberg forgot to bring the tripod and the camera operator was on double amphetamine rations. Which was nearly as much as one of the editors was on, cutting every few nanoseconds. It looked like it was filmed during an earthquake by someone with attention deficit disorder.
I think they were trying to draw attention away from the fact that there really wasn't anything much going on.
There was a chap in the row in front of me who started snoring about 3 days into the film (I'm sure it lasted over a week) and when the Soviet soldier on horseback appeared at the factory to announce that the inmates had been 'liberated by the Union of Soviet Socialist Republics' a heckle came back 'so there's no good news then'.
And then to top it all off there was the most sugary smaltzy treacle laden ooze of sentimentalism overload at the end.
You may have gathered, I detest this film . . .
Sorry, forgot worst actor. Easy, Keanu Reeves as Jonathan Harker in Dracula. Absolutely no contest!
