The answer to the problem lies with the parents and them not taking responsibility for their children. If the children are not taught the boundaries of acceptable behaviour, then the Lord of the Flies situation will quickly ensue.
I agree that technical solutions, such as this mosquito device, don't solve the underlying problem, they just treat the symptom, and displace it to other areas. If you want to cure the disease, then you have to attack the root cause.
Besides, I've heard of these young whippersnappers going out and recording the noise on their phones and then using it as a ring tone that the teacher can't hear.

I'd put the figure higher than 90%, but those that are problematic make a much greater impact than the vast majority. It's a "squeeky wheel" thing.

I think the only possible reason for nat. service to be a possible solution is as a surrogate parent to teach the unruly individuals some discipline and respect. Although it's not guaranteed that it will be taken up by the conscript and it's a skill that might make them more efficient thugs.

Yeah...but it's fun...the same was done to my generation. Look at the films from the 60s, rebel w/o a cause. The unruly teenager is a standard part of growing up: they are trying to find their niche in society, and that niche is usually occupied by an older fart that just doesn't seem to understand (but probably understands considerably more than the teen).

CCTV and better relations with the police and these
"community support officers", not anti-pest devices tuned into the
waveband of teenagers.
I do believe that some kids (the more visible ones) do not have responsible parents and so do not have a better upbringing. However, they are offered far more in terms of education and prospects in life than any other generation.
There was an
amusing report recently how CCTV has had no real effect on crime. Of course this could just be a matter of the facility not being employed efficiently by the police force (probably too busy filling in forms and doing administrative tasks).
