The moon is in bright daylight, and so needs to be exposed accordingly. The clouds are in pitch darkness, so need to be exposed acccordingly.
For my shots, I found that the moon needed a normal "daylight" type of exposure (1/500, f10). The clouds, though, will need a typical nighttime exposure - f0.001, 1 s.

. Getting the two right is the same sort of problem that you have with clouds and a landscape, you can't (usually) get both right. So, go for one, or the other, and then blend in photoshop.
